1970: Report on Life Jackets

On March 31, 1970, the consulting firm Arthur D. Little submitted a report titled “Buoyancy and Stability Characteristics of the Human Body and Personnel Flotation Devices” to the U.S. Department of Transportation and the U.S. Coast Guard. The report helped provide foundational information to advance regulatory policies and certification development, especially the idea of using human subjects in device testing.
