In Illinois, you can earn an Illinois Boating Education Certificate by completing a boating safety education course approved by the Illinois Department of Natural Resources (IDNR). Illinois does not issue a traditional boating license, but the state does require certain operators to successfully complete an approved course and hold an Illinois Boating Education Certificate when operating specified vessels.
Once you have successfully completed an approved boating safety education course and passed the required exam, you receive the Illinois Boating Education Certificate. Anyone required to have this certificate must carry it on board and present it to law enforcement upon request to demonstrate compliance with state boating laws.
Illinois law requires Boating Education Certificate depending on age and the type of vessel being operated. Specifically:
- No person under 10 years of age may operate a motorboat, including personal watercraft (PWC).
- Persons 10-11 years old may operate a motorboat with more than 10 horsepower only if they are under the direct on-board supervision of a parent, guardian, or designated adult at least 18 years old.
- Persons 12-17 years old may operate a motorboat with more than 10 horsepower only if they possess a valid boating safety certificate accepted by IDNR or are under direct on-board supervision of a qualified adult.
- Persons 18 years old or older born on or after January 1, 1998, may operate a motorboat with more than 10 horsepower only if they have a valid boating safety certificate accepted by IDNR.
All required operators must carry their Illinois Boating Education Certificate on board and present it to law enforcement when requested.
You can earn your Illinois Boating Education Certificate by completing an IDNR-approved boating safety course and passing the associated final exam. Illinois allows individuals to complete the boating education requirement through approved online self-study courses or instructor-led classroom instruction.

Online/Virtual Course:
Students typically complete approved online boating education courses at their own pace. These courses include instructional units and an exam; upon passing the exam, the student receives the Illinois Boating Education Certificate.

Classroom Course:
IDNR and certified volunteer instructors offer in-person boating safety education classes. These typically include minimum hours of instruction (often eight hours) covering boating safety, state laws, equipment requirements, navigation, and emergency procedures. Upon successful completion and passing the exam, participants receive the Illinois Boating Education Certificate.
Once issued, the Illinois Boating Education Certificate is valid for life and does not need to be renewed.
Illinois recognizes boating safety certificates issued by other states, as long as they are recognized and approved by IDNR or equivalent authority. When boating outside Illinois, operators should verify the boating education and safety requirements of the state they plan to visit.
