In Kentucky, certain operators must have a Boater Education Certificate (also called a Boater Education Card) to legally operate a vessel on Kentucky public waters. Kentucky does not issue a traditional “boating license,” but it does require boater education for specific operators.
Kentucky boating safety education requirements are administered by the Kentucky Department of Fish and Wildlife Resources (KDFWR).
In Kentucky, boater education is required in the following situations:
- A person must be 12 years old or older to operate a motorboat (including personal watercraft) over 10 horsepower on Kentucky public waters.
- A person age 12–17 operating a motorboat over 10 horsepower must possess a Kentucky Safe Boating Certificate Card or a certificate showing successful completion of a NASBLA-approved boater education course.
Operators who are required to have proof of boater education must be able to provide it when requested by law enforcement.
You can earn your Kentucky Boater Education Card by completing Kentucky’s boater education requirements and maintaining proof of successful course completion as required.

Virtual / Internet Course:
Kentucky allows boaters to complete an approved online boater education course. After successfully completing the course, eligible students receive proof of completion, which can be used to meet Kentucky’s education requirements.
Classroom Course:
Kentucky also provides in-person boater education options through approved providers. These courses cover essential boating safety topics, navigation, and state boating rules.
Kentucky recognizes boater education certification for compliance when it meets accepted standards. When boating outside Kentucky, operators should always review the laws of the destination state, since boating education requirements and minimum operator ages vary by location.
