In Maryland, certain operators must have a Maryland Boater Education Certificate to legally operate a vessel on Maryland waters. Maryland does not issue a traditional “boating license,” but it does require boater education for specific operators.
Maryland boating safety education requirements are administered by the Maryland Department of Natural Resources (Maryland DNR).
Maryland law requires boater education for the following operators:
- Anyone born on or after July 1, 1972, who operates a motorized vessel on Maryland waters.
- Operators who are required to have proof of boater education must be able to provide it when requested by law enforcement.
- Operators under 16 who do not have a certificate may be subject to supervision requirements based on vessel type and length.
- All personal watercraft operators must meet Maryland’s age and education requirements.

Virtual/Internet Course:
Maryland allows boaters to complete a Maryland DNR-approved internet course. After completing the course and passing the exam, students receive boater education certification as proof they have met Maryland’s requirements. -
Classroom/In-Person Option:
Maryland also recognizes classroom boating safety education courses offered by approved providers. These courses cover safe operation, navigation rules, and boating laws. After successful completion, students receive boater education certification as proof they have met Maryland’s requirements.
Maryland recognizes boater education certification for compliance when it meets accepted standards. When boating outside Maryland, operators should always review the laws of the destination state, since boating education requirements and minimum operator ages vary by location.
