I want to operate a boat in New Mexico. How do I get the New Mexico Boater Education Card?

In New Mexico, certain operators are required to have a Boater Education Card to legally operate a motorboat on New Mexico waters. New Mexico does not issue a traditional “boating license,” but it does require boating safety education for specific operators.

Boating safety education requirements and boating law enforcement are administered by the New Mexico State Parks Division (under the Energy, Minerals & Natural Resources Department - EMNRD) through approved course providers.

Who needs a New Mexico Boater Education Card?

New Mexico law requires boater education for the following operators:

  • Anyone born on or after January 1, 1989, who operates a motorboat on New Mexico waters
  • Anyone under 13 years old, if operating a sailboat, motorboat, or personal watercraft (PWC) without direct, on-board adult supervision
  • Anyone under 13 years old, even if operating under direct supervision, must still have their Boater Education Card on board

Operators who are required to have proof of boater education must be able to provide it when requested by law enforcement.

How do I get a New Mexico Boater Education Card?

You can earn your New Mexico Boater Education Card by completing an approved boater education course or taking a proctored exam to meet the state's certification requirements before operating a motorboat.

Approved formats include:

  • Virtual/Online Course:

New Mexico allows boaters to complete an approved online boating safety course. After successfully completing the course and passing the exam, students receive proof of boater education that satisfies state requirements.

  • Classroom/In-Person Option:

New Mexico also recognizes in-person classroom boating safety courses offered through approved providers. These courses cover safe operation, navigation rules, required equipment, and New Mexico boating laws.

  • Proctored Examination Option:

New Mexico also allows operators to qualify by passing a proctored examination instead of taking the full course.

Exemptions

New Mexico law includes exemptions to the boater education requirement, including:

  • Operators who possess a valid license issued by the U.S. Coast Guard
  • Operators who are renting a motorboat for 30 days or fewer, if they receive:
    • instruction on safe boat operation
    • a summary of New Mexico boating laws from the rental company
  • For rentals, the rental-company instruction/checklist can serve as a temporary certificate for up to 30 days.
What if I go boating in another state?

New Mexico’s boater education requirements apply to operation on New Mexico waters. When boating outside New Mexico, operators should always review the laws of the destination state, since boating education requirements, minimum operator ages, and equipment rules vary by location.

Paddlesports Safety Course for Canoes, Kayaks & Paddleboards

You can take a NASBLA-sanctioned paddlesports safety course to learn safe practices for non-motorized crafts such as kayaks, canoes, and paddleboards. This course focuses on paddlesports safety but does not replace New Mexico’s boater education requirement when operating a motorboat.
