In New York, all operators must have a Boating Safety Certificate (often called a boater’s card) to legally operate a motorized vessel on New York waters. New York does not issue a traditional “boating license,” but it does require boating safety education for specific operators.
To meet the requirements, boaters must complete an approved boating safety course and obtain a Boating Safety Certificate as proof they have met New York’s boating education requirement.
New York requires boating safety certification for operators of motorized vessels based on the state’s phased-in boater education requirements.
- As of 2025, all motorized boat operators regardless of age are required to have a Boating Safety Certificate in New York.
Boaters who are required to have a Boating Safety Certificate must be able to present proof when requested by law enforcement.
You can earn your New York Boating Safety Certificate by completing an approved boating safety course and receiving your certification. New York requires boaters who fall under the boater education law to successfully complete the state’s approved safety education requirement.

Virtual/Internet Course:
New York allows boaters to complete an approved online boating safety course. After successfully completing the course requirements, boaters receive a Boating Safety Certificate as proof of compliance with New York’s boater education requirement.

Classroom/In-Person Option:
New York also provides classroom-based boating safety courses offered through approved providers. These courses cover boating laws, navigation rules, and safe boating practices. After successful completion, students receive a Boating Safety Certificate.
New York recognizes boating safety certificates issued by other states when they meet accepted standards. When boating outside New York, operators should always review the laws of the destination state, since boater education requirements and minimum operator ages vary by location.
