In South Carolina, boating safety education is required for many operators to legally operate a vessel on South Carolina waters. South Carolina does not issue a traditional "boating license," but it does require boating safety certification for specific operators.
South Carolina boating education requirements are administered by the South Carolina Department of Natural Resources (SCDNR).
South Carolina law requires boater education for the following operators:
- Anyone operating a vessel powered by 10 horsepower or greater, a personal watercraft (PWC), or a specialty prop-craft who was born after July 1, 2007
- Individuals born on or before July 1, 2007, are not required to complete boater education to operate these vessels
- Operators who do not meet the education requirement may operate only if accompanied by a person at least 18 years of age who meets one of the legal qualification requirements
South Carolina also recognizes the following as meeting the education requirement:
- A boating safety certificate issued by another state
- A valid U.S. Coast Guard license
- A valid merchant mariner credential issued by the U.S. Coast Guard
Nonresidents may operate with a boating safety certificate or equivalent issued by another state in their name.
Operators who are required to have proof of boater education must carry their certificate and provide it when requested by law enforcement.
You can earn a Boater Education Card by completing an approved boating safety education course. South Carolina provides more than one way to become certified, allowing boaters to choose what works best for their schedule. Approved formats include:

Virtual/Internet Course:
South Carolina allows boaters to complete an approved online boating safety education course. After successfully completing the course and required exam process, students receive a Boater Education Card as proof they have met South Carolina's requirements. -
Classroom/In-Person Option:
South Carolina also offers classroom boating safety education through approved instructors and programs coordinated by SCDNR. These courses cover safe operation, navigation rules, and South Carolina boating laws. After successful completion, students receive boating safety certification as proof they have met South Carolina's requirements.
Boater Education Cards do not expire.
South Carolina boating education and operator requirements apply to operation on South Carolina waters. When boating outside South Carolina, operators should always review the laws of the destination state, since boating education requirements and minimum operator ages may vary by location.
