Waterway Access Permit (WAP)
Beginning January 1, 2026, Oregon's Waterway Access Permit (WAP) requirements expand to include all paddlecraft and non-motorized boats as detailed below.
- Oregon residents and out-of-state operators of non-motorized boats, e.g., canoes, kayaks, stand-up paddleboards (SUPs), rafts, drift boats, and other manually powered boats—no matter the length—must purchase either a one-week, a one-year or a two-year permit. The permit must be carried on the boat when paddling on Oregon waters.
- One permit is required per boat. The permit is transferable from boat to boat or person to person and is not required for youths 13 years of age or younger.
