Communicate With the Victim(s)

To communicate with the victim(s):

• Keep the victim(s) calm and out of the water.
• Communicate directly with the victim(s) by using a whistle, hand signals, bull horn, lights, or a cell phone. Almost everyone has a cell phone today. Rescue personnel can obtain a victim’s phone number in multiple ways and talk directly to them.
