All-round white light visible for two miles on an anchored boat

All vessels are required to display a white light visible from all directions whenever they are moored or anchored outside a designated mooring area between sunset and sunrise. Vessels less than 23.0 feet long are exempt unless anchored in a narrow channel, fairway, or anchorage, or where other vessels normally navigate.
