Course Outline

As of April 1, 2026, all motorboat and personal watercraft (PWC) operators will be required to carry proof of completion of an approved boating safety course when underway on the waters of the Commonwealth.

  • Anyone born after January 1, 1989, has until April 1, 2026, to obtain their Bating Safety Certificate, provided that no operator shall be assessed a penalty until September 1, 2026.
  • Anyone born on or before January 1, 1989, must obtain their certificate before April 1, 2028.

The following regulations were in effect until March 31, 2026:

  • A person between the ages of 12 and 15 years must complete an approved basic boating course to operate a motorboat without adult supervision. Upon successfully completing the course, they will receive a state-issued Boating safety certificate. This certificate must be kept in the possession of the certified operator when on the water.
  • A person between the ages 16 and 17 years who wishes to operate PWC must also complete an approved boating course.
  • A person under 16 years of age is not allowed to operate a PWC.
  • A person under 12 years of age is not allowed to operate a motorboat unless supervised by an adult.
