If your pleasure craft is fitted with a toilet, the toilet must be secured to the boat—freestanding portable toilets are not allowed. Any pleasure craft with a toilet also must have a holding tank, or a holding tank and operable marine sanitation device (MSD), installed between the toilet and the deck pump-out fitting.

A holding tank is used only to collect and store sewage or sewage sludge. On pleasure craft without an MSD, collected waste must be taken ashore and disposed of at an approved pump-out facility.
